Not having suppression shot will make leveling rifle much harder. (i.e. you want ranged support IV)
But to answer your question, you are not required to have ranged support in order to get Rifle support. However, your exp cap will be based on the lowest block in ranged support until you become a novice rifleman. (2x the cost of the next skill)

/SuppressionFire1 from Ranged Support IV is an important skill to have. It got nerfed so that you cannot spam posture changes on them, but the posture down effect will stop your opponent in his tracks when it takes, giving you time tocreate distanceor to stop and finish them off, depending on the situation. It is also not rifle specific, which means you can use it even the D18 pistol you get with Novice Marksman. Switching to pistolwill save you from the 2.5x melee damage you get if they get into melee range on you while you are holding your rifle. Once you have stopped them with this (or sent them away with warning shot), you can switch back to rifle.
One side note: I have noticed that even after they stand back up, they do not always come charging after you again. When this happens, they seem to walk towards you, allowing you to now stand your ground. But this is not an effect you can count on, so do not expect it every time.
