That sort of depends on how you want to do it.. I didn't use much help to get Novice Rifleman but I did use a Laser Rifle to level to NRM as suggested. I did most of my leveling on Tat and Naboo killing stuff that I could /Headshot2 in less than 2 or 3 attacks.. This is because if you are prone at range you can get off up to 3 shots before you get aggro'd by the MOB. I killed stuff like Cupa, Bantha, Womp ratsand some NPC missions I got from the mission terms. Grabbing missions of terms is a good idea when you are starting out because you make some money as well as gain XP.
That's not to say I didn't kill random things on the way to my missions though.. every little bit of xp helps 
I liked to work my way up the rifles skill in marksman by joining a hunting group in Anchor Head on Tatooine.
On the Euro Chimaera server groups usually form on the bridge, plus the cantinas in there for CF regeneration and you never know, a ncive doctor may offer free buffs if in the area.
Then I found Sharnaff hunting groups in Coronet on Corellia were best to take me that final furlong into Novice Rifles. Don't under estimate this skill, it takes a lot of har work but each reward is as great as the next.
