So, here is my answer. Mind you, I am not an expert and if someone has corrections to make, feel free.

Two things I consider:
1. Damage.
2. Situation.

Damage:

To figure damage I use several numbers. Damage per second (dps), Damager per second verses 0 armor (DPS0), and damage per second verses 1 armor (DPS1). To get dps I take average damage/speed. To get dps verse armor, if armor pierce is greater then armor *1.25 per level difference (So, medium armor pierce verse no armor would get 1.25*1.25 bonus). If it is equal to armor rating, * 1. If it is lower then armor rating, *.50 per level difference.

Here are what some of the rifles I have look like.

Name DPS DPS0 DPS1

Dl20A 27.7 27.7 13.89

E11 21.8 34.06 27.25

Jawa 31.3 39.12 31.3

Laser 32.9 51.43 41.1

SG82 25.7 25.7 12.87

Spray 40.71 40.71 20.35

T11 30.62 59.81 47.85

So, out of these weapons, my laser is overall the best (t11s are not availble on my sever, so, this is off a friends weapon). One side note though. The Jawa does Stun damage which player armor is weak verses. So, for pvp, I would look at the dps0 as effective rate verse players while the other weapons I would look at dps1. Also, these numbers do not take into account effectiveness of armor. I don't look at this as it is hard to tell what a player might be effective verses and since composit would likely get a 30% bonus verse all but Jawa. Lastly, weapons very greatly in quality. I often see people saying they have an e11 with numbers like 100-178, speed 5.2. So, much depends on the quality of the weapon you can get.

Situation:

The next thing I look at is what situations a weapon might be best for. Three things I look at here. Damage, speed, accuracy.

Damage. Verses mobs you can get 3 shots free when prone (if they don't baf). So, I go biggest damage. Landing a 1200 bleed on a monster is a lot better then a 300 bleed when the speed of the attack is not important. Against players, this is less important then landing effects.

Speed. Verses mobs, I often need to land warning shot or dizzy. This means, after the first 2 or 3 shots, I will switch to a faster weapon. Sprays are generally too fast for me to use warning shot (as I wait to make sure warning shot landed, the spray will fire again and negate the warning shot). Normally, I use either my e-11 or jawa. Against players, Speed is so important it will often override damage for opener. Spray is great to land the effect we need (dizzy/suppression).

Accuracy. My laser is great at a distance to land shots on mobs. As they close in mid range an e-11 seems best. Close in, a Jawa or spray stick seem the best. So, those mods play a big role. If a monster is on ya and you are taking massive damage, you can not afford to miss a lot of shots. Verse players, missing with a 5 second rifle is very painful.

Ok, all that said, what I use is a laser to open on monsters and switch to my Jawa for effects. Verse players I use spray for effects and jawa for normal combat. Hope this helps.

Also check range. So if your huntin a mob You can use the one with the longest distance and get them more times then havin to move in. Just an Idea

My 50 cents

e11 all the way - best all around weapon. Mine is 128-267, 4.8 speed (sliced and powered up) but with 2 boxes away form master rifleman, the speed wont matter anymore. The t21 is not available on my server and thus the e11 is the next best thing. I dont like laser rifles because of the huge damage variance. With my current gun, i ht ofr 1000-1100 raw damage about 75% of the time. Against AR0 thats like 1800-1900. i'm happy with it.
