Ok, I do understand that a rifle speed modifier of 90 means I'll fire 90% faster.. as in attack time 10 becoming 1. But wouldn't rifle speed 100 mean I would fire everything at 1 second, including specials? Cause if that's the case a skilltape of 10 would be all a master rifleman needed.

Yep I think thats how it works, a rifle speed of 100 means you fire everything at 1 second per shot. That's why you see some riflemen taking master marksman as well, for the +5 rifle speed. I'm not sure if +speed tapes work, some of the other tapes don't.

i don't want you to give up too many secrets, but what kind of mobs drop these skill tapes?

Currently none it seems like.. was out hunting skill tapes a few days back. We bagged ourselves 4 dark jedi masters, 10 dark jedi knights, 4 dark adepts and about 150 high level nightsisters and got none...

+90 does not mean a straight +90% to the speed of a weapon. Here is the forumula that is mostly commonely held to be correct:
WeaponSpeed * SpecialDelayMod * (1 - SpeedSkill/100)
with any result < 1, speed = 0; (hard limit of 1 shot 1sec)

The original poster's description is correct, although his wording isn't (you aren't firing 90% faster - you are firing with 90% reduced delay. This is an important distinction). Currently, +speed tapes do not work.
