Thread: Should I be able to hit things?

What does the number to the left of my target's HAM bars mean? It's varys between -50 and +50. I thought it was an accuracy rating sort of thing, but even when it's at +50, my target is stationary,and I am prone,I miss 80% of the time.
What percentage of the time should I be actually hitting things at 1.1.0.1 if the little number thing is at +50?
