Very much so for PVP. Most heavy PVP'ers will have high resistance armor focuses on Energy (say 8,000 resists) and then also have equipped a PSG (personal shield generator) for more energy protection of around 2,500. So your looking at a PVP'er having over 10,000 energy resists.
Conversly most PVP'ers won't be able to up the Kinetic resists on their armor (if you jack up Energy your Kinetic won't be as high). Since many PVP'ers are still using energy weapons....a PVP'er can't just plan for Kinetic and get high Kinetic armor...because that leaves them vulnerable to Energy. Some will get high Kinetic and then take a hit on Energy....but make up the difference with the PSG for energy.......in which case either kinetic or energy would be hitting for about the same damage.
Each player will obviously outfit themselves differently....but in general using a Kinetic weapon in PVP is probably going to allow you to hit for more damage. The best bet is to actually keep your best Kinetic and your best Energy rifle loaded in your hotkeys...if it appears your not having the impact you expected with the Kinetic rifle then just switch over to your Energy model and see how it compares.
