it all depends what your person speed mod is. If you have 97 speed mod I would say damage with a damage power up on a good t-21. However if you are at 90 speed mod I would say a speed sliced t-21 with either a damage mod on it or speed mod if needed to get you to your cap.

The best T21 you can get is what you should use

I have a krayt-enhanced T21 I use for killing krayts, its sliced for damage (got a 27%damage slice on it, not too bad) and I use damage powerups. I only use it when I need some serious firepower, as the powerup eats through the condition.
I think the powered up stats are something like 250 - 760 damage (7,1 speed, but I'm speedcapped anyways).

One piece of advice, be at the speedcap (+96 for krayt T21, +97 for "normal").
I've gone master marksman just to reach the speedcap until I can get sufficient speedtapes.
