I'd say you're much better off getting a Brawler profession like Fencer or TKAwith those skill points. The amount of Melee/Ranged/Stat Defense you'd have between the 2 would make someone near unhittable
that will only be untill the combat revamp then u will have to be unarmed for TKA and have a sword in ur hand to use the defences or so im lead to believe.

I was a Master Scout and into some Ranger long before I was able to make to Master Rifleman. After mastering rifle, I decided to go Swordsman to pickup complementary melee attacks plus its melee defenses. After mastering Swordsman, I decided I wanted Master Brawler to pickup a KD attack as well as boosts to Warcry and Intimidate. I also kept as much medic as I could (not much, it is just 0 1 0 0).
I bring this up because, to get to this point, I had to drop what Ranger I had picked up, then I had to slowly whittle away at Scout to where, with my current template, I have no Scout left at all. That was hard to do, because, as I said, it was my first Mastery. Hardest to give up was the terrain negotiation bonuses, and they were the last to go.
However, while it does prove to be an annoyance at times in PvE, it is not like it was when the game was first released and you had to run everywhere you went. You just jump on a bike and go to where you want to go. Yeah, it may get you in trouble from time to time if you cannot get away, but if you keep in mind that you cannot scoot up hills, you can minimize that danger by selecting your battles better.
In PvP, it is even less of an issue because terrain negotiation is really only useful for hills and mountains. Most PvP occurs in player or static cities. In flatter terrain such as is the norm in both kinds of cities, terrain negotiation benefits are virtually nil there.
So, no, Scout is not essential at all for PvP.
Initially it was going to be in line with your equiped weapon but I thought it was nowgoing to be a defence cap to stop stackers?

I have pvp'd with and without terrain negotiation in areas with massive hills (for example, Bestine is surrounded by hills). I have found TN to be invaluable when you are outnumbered unfortunately. I currently have 2/0/0/0 Scout just for the TN. Consequently, I'm pretty sure that TN actually caps at +50, and anything after that goes into crawl speed (I was once master Ranger). I would suggest if you can to have at least 2/0/0/0or 3/0/0/0, unless you prefer to stand your ground no matter what the odds
Dragon,
You points are valid, but you slow to a crawl going straight up hills. You can still make some pretty decent speed with no terrain negotiation by going up the hill diagonally, rather than straight up it. You will not out run a ranger, but then neither will a 4 x x x Scout.
Also, I believe there are some new foods that temporariliy add to terrain negotiation. I do not know how well it works, but it is something to try out.
