2. In the Rifleman FAQ, I count a total of 130% of Recon Armor Rate of Fire Mitigation. Does this mean we get a 30% bonus to RoF for wearing Recon Armor or is the extra 30% not used?

the bonuses do not stack

at novice you can wear basic recon free and clear of hinderances

at around (you can do it faster if you pick and choose columns) 3333 you should be able to wear standard recon free and clear of hinderances

at master you will be able to wear Advanced Recon armor free and clear of hinderances

3. Is there anyplace besides ingame where I may find a post-CU skill tree of all professions. I've had no luck with google.
