I get tired of seeing people suggest a speed cap. That is not the answer, it never will be, there's a reason we can get skill mods in the game, and a reason the spraystick's speed is under 2 
The problem I think is the equation that determines speed. Because it's exponential, at master rifles, all rifles pretty much will fire at the speed cap, even using most specials. Add master marksman and a skill tape or two, and you can shoot nearly anything with any special at the cap.
The solution? Have weapon speed mean something again. I don't think the devs ever intended this part of guns to be meaningless, and currently for master rifleman, it nearly is. A master should probably be able to shoot a 5.0, maybe even up to 6.0, speed gun at once a second. However, the T-21 clearly is not an assualt rifle, it's a sniper rifle, and that 7-8.0 speed should mean something. There should be some sacrifice for having an awesome damage range as well as AP3.
The same goes for carbineers and pistoleers, although at their current speed levels, carbineers can barely hit the speed cap with a 2.5 gun, so they may be ok... pistoleers are a bit fast, but they probably should be. I don't know, what do you guys think about this? I think it should mean something, people shouldn't be throwing away every speed sliced weapon they get

Well, one problem is that Carbineers and Pistoleers can take other professions to pickup speed and accuracy, we cannot. Carbineers and Pistoleers and the derivations from those professions can pickup status effects that we cannot. If you are dizzy and KD (something we have little defense to), all the damage in the world does you little good. Therefore, straight comparisons of DPS are meaningless.
Either way, until the combat balance is in place AND the fix professions that are broken, comparisons of broken professions to relatively fixed ones are pointless and nerf calls based on those comparisons are dishonest.

The T21 IS an assault rifle. Well technically a light repeating blaster. We've all seen how much damage that thing can do when fired quickly, so how do you keep that much power out of the hands of a novice? You put a horrible delay on it and then give masters tons and tons of speed mods.

my suggestion is to have the pistoleer/carbineer/rifleman speed mod the same and at +75 without mastaer marksman and +80 with master marksman. And i choice +75 for a couple of reason. One, it's the same speed bonus BH get with in their pistol and Carbineer tree. It really doesnt make much sense that a BH can firethe same exactweapon faster then a master pistoleer or carbineer. By making it all even across the board the speed of the weapon would matter more and come into play. A 2.0 pistol will fire faster then a 7.0 Rifle. I also choose +75 for a another good reason, the limitation of SEA. SEA have a maximum limit of 25 bonus. This will make them very valuable and still leaves in the possiblity of someone being able to reach the speed cap with SEA in any profession. The way i see it if they give us a hard cap of 3 seconds with a +90/95 speed bonus at master would make absolutely no sense. You would simply stop getting any faster with a rifle past the first or second box of speed in rifleman and would make all rifle speed SEA completely useless. SEA are are but they can be found or bought. So not every single rifleman will be able to shoot at cap or doubt you will see very many. I so see this a fair trade off for all three professions.
Oh yeah, yes i do realize Pistoleers and carbineers will still be able to dabble in BH for cap while we are force to relay on SEA but i think our higher DPS makes up for it.
