There is no cert anywhere for this rifle. I believe it has been said that the Devs do not want to give us Kinetic damage as it is the primary damage type for melee. So while this rifle is Kinetic, they can maintain that philosophy by refusing to give us the cert, thus making it pretty worthless to use.

We have never been certed for this rifle. It can only be obtained doing a quest and it is given to another NPC to finish the full quest. Thereis no reason to keep this rifle and definetly no reason to use it, never has been a reason for either. Go give it to Huff and get a Krayt Skull it looks better.
