I have asked many people about which one to go next, and basiacally Im still don't know what to pick next. Conceal 3 gives me Ranged Damage Migration 2 but Counter Sniping 3 gives me Flushing shot 2. Im not into the whole more then 1 target at a time thing, so I think Conceal would let me deal more damage, so it better. What do you think?

What are you trying to accomplish? If you are trying to go ahead and Master Rifle via PvE, I think you should go with the Counter-Sniping 3 for the Flushing shot 2. Why kill one MOB when you can kill three? And you don't need the ranged mitigation in PvE unless you are killing NPC's who are using ranged attack on you.

Counter Sniping 3 hands down. Area of Effect is where it's at. Best defense is to put down you enemies down as fast as possible, and the AOE lets you do just that.

yeah, ranged mit 2 means next to nothing in pve.
granted, you can hunt NPC's, but unless your factioning, it just doesn't pay for xp.
go for CS3. You'll even use it on single targets, as it has a much better damage multiplier than any single target shot (unless you have decent rifle speed mods and want to Headshot 3 everything, which is a good way to go).
