If you plan on playing while buffed max out all 3 mind pools, and spend whats left on primary health and action pools. Just my opinion, stat migration varies alot by play style. Also note, I'm TKM as well.

Rifles use an insane amount of mind. In fact, the best crafted T21s and DXR6bs typically have mind costs between 99 and 110. That means that with your mind stats maxed out even as a human, you cannot fire more than 3 or 4 Headshot3s without draining your own mind unless you buff your mind in some fashion.

I think most riflemen figure that they are going to have to be buffed all the time, so they put all their points into mind. As a human, my stats are currently 1100/1100/800 for mind leaving health and action at 400/400/400. As a Master Doc, I can buff myself, but even if I could not, that is the build I would have. Even with that build I have to have some kind of mind buffing to be able to use my rifles since you do not reduce HAM costs to 0 until around 1500 on focus. Thus, with no armor, I could take one Ahrisa or one brandy to get my focus to 1500. However, with full composite armor, I have to take two brandies and either a canape or an ahrisa to get my focus to 1500. Even if I get a mind buff, typically, I will usally have to use at least one brandy to reduce mind costs sufficently..
