this is good advice. i used a Laser Rifle with 98-615 damage and 3.8 speed till i got to Novice Rifleman

as a new beginner you should should look for fast speed and high damage (the ratio depends on you). Generally people say use a Laser Rifle with a big damage range or a SprayStick as it is insanely fast but it does lower damage. Rifleman is a bit more then that though - in the marksmen tree you get access to all the damage types available to rifleman except for acid damage. It also allows you to use up to an AP 2 rifle - which vs armor gives a bonus or at least not a penalty in damage vs an armored target(unless they are heavy armor).
I like the e11 over the laser rifle (as it has very low deviation in the damage output) and it is medium armor piercing
The laser rifle has a higher max damage but a greater deviation in damage and it is medium as well - so sometimes you will kill faster
The spray stick is popular before you get some speed boosts as it is super fast and excellent pointblank accuracybut it is no ap and low damage
If you plan on shooting at long range - you might want to consider a tuskan rifle they are slow and low damage but they are at least light armor piercing and they have good range mods (for long range) but they are usually bad for close range
The sg-82 and the jawa add more damage types (rare vulnerablities) and they can be useful in a few situations

Hehe sry, was guilty of a little speed reading in a "lesser" state of mind 
You are right about the 20k, I know on our server he would be hard pressed to find one for that price.
