A weaponsmith friend of mine is going to make me a T-21 as part of a lot of rifles to get his Master Weaponsmith. He says he will put a stock on it it if I want. I know the stock is an extra HAM cost. Since I'm still Novice Rifleman,I was just wondering has anyone used or currently usea stocked T-21? Is it worth the extra HAM cost?

i use a Stocked T21 224-526 right now
personally i love the gun.
as a novice however you are going to need 33% speed powerups for your weapon

I'm 3-1-1-3 right now. Does the stock slow down the weapon or is it just because I'm not at the Novice speed max of 3-1-1-4?

mostly because you are not at master.
even xxx4 in rifleman is slow with a 7.4 or slower rifle.
it is not until you hit master that the speed increases greatly

if you get ahold of the stocks from the Imp Theme Park - do it. they don't add any HAM costs, lower the speed by 0.5s and add some dmg
my T21 is 6.8s 488 dmg max (no pup) and 72 mind cost

if they are the imp stocked rifles I would save them un til you master.
however for normals stocks go for it and then gert them sliced.
use the highest speed sliced weapon and then when that dies use the next etc.
use the damage calculator in the sticky to find your most highests dps attack and spam is for all your worth.
if you use conceal shot, go prone at 64m and spam it.

99,99% use stocked T21s. I don't even have any un-stocked for sale. When I did people said my T21 sucked since they were comparing stats with stocked.
if you want something faster and with less HAM cost one option is to use a form-fit stock (quest item from Imp them park). Less damage, but increase speed and no HAM cost.
One option if you are grinding rifleman is to get a speed sliced T21 (and maybe also use speed powerup). IMO, HAM is not a problem when you are buffed.

I have two T21s, one with high damage and HAM that I can spam specials with while wearing armour only while triple buffed on brandy/ahrisa/canape or muon. I have another with low ham, and lower damage that I can still spam specials with whilst wearing armour, only on brandy and ahrisa.
To be honest, I find using canape a pain because after a while I become too full, and muon gold downers require careful time watching. So I tend to use my low ham T21 most. At master I'm killing things so fast the lower damage doesn't seem to make that much difference to me anyway.
Oh by the way, you can often pick up form fitting stocks in the weapon components section on the bazaar for 6k each, bargain.
