i've tried using it, what the hell is it supposed to do? i thought i read somewhere that whatever your shooting at wont see you unless you miss, if you do it from cover. well i used it under cover, and shot at something, and shot 3 times before it started running over to me and then beat the crap out of me, didn't miss at all either. so what does it do?

It's bugged. Doesn't work for the rifle. You're actually just using regular fire when the "special" fails to work... if you spam Surprise Shot you'll see the messages that "you cannot do this attack with this weapon".... and when you stop spamming, you will regular-fire. Which, of course, you can only do two to three times from cover before your target closes to melee.

I got surprise shot working last night. Use cover then fire away. It seems to be an awful and pointless skill, the damage modifier (seems to be*3 or lower)is not worth the time it takes to go into cover.
