The broader term for skill tapes (which, I think, technically refers to the clothing attachments which look like tapes) or clothing or armor attachments in general is "SEA," for Skill Enhancing Attachment. So if you see the term SEA, they are referring to clothing and armor attachments.
An important thing to note is that each article of clothing can only have one active attachment of a given mod. So if you have a +1 to Rifle Speed on a shirt and you drop another one on it, the total will remain +1 to Rifle Speed, not +2. However, take that second tape instead and put it on some socketed pants (i.e. a different article of clothing), and you will get your +2 to rifle speed when you wear them both.
Also, some attachments have multiple mods on them. However, there is a bug where only one of them will work right now. Thus, if you had a SEA with +1 to Forging and +25 to Rifle Speed, when you drop it on the item, you will only get the first one, in this case, +1 to Foraging. It is possible to bypass this bug by dropping the SEA onto an item with a higher value mod than the one you do not want. So if you had a shirt with a +2 to Foraging, by dropping the afforementioned SEA on to it, the +1 to Foraging would be negated by the higher mod, and the +25 to Rifle Speed should work. I am not surewhat happens if you drop the +2 to Foraging on it after installing themultiple tape. Also, I have not done this, sothis may or may not work. Test it on some SEAS and items you do not care about before trying it on one you do not want to lose.
