The cap relates to the weapon speed, not your personal speed mod. No weapon, no matter what your speed mod, will fire faster than 1 shot per second. So you could, theoretically, get Master Marksman plus a whole lot of speed tapes and armor attachments to get a personal speed mod of, say, 125. But whether your speed mod is 100, 110, or 125, you still cannot fire your weapon faster than 1 shot per second.


Technically, I suppose, there is a practical cap on the personal speed mod, not because you cannot keep stacking speed mods, but because the speed mod represents a percent reduction in the delay.Thus, a speed mod of 100 would mean that you are reducing the delay by 100%, When you reduce a delay by 100%, the delay becomes 0 no matter what the speed of the weapon or the size of the delay multiplier of the special. That is, the speed mod is a multiplier calculated as (100 - personalspeedmod) * .01. At 100, this multiplier would be (100 - 100) * .01 = 0. As you know, anything times 0 becomes 0. So any additional speed mods above 100 are completely and totally irrelevant.


Even so, since the there is a speed cap of 1 shot per second, you actually hit a practical cap on you personal speed mod before you get to 100. We know that the longest delay special we have (Strafeshot2) is 3.5. We also know that it is not difficult to get a T21 that fires at 7 seconds. Taking such a gun firing Strafeshot2, we can calculate that you need a personal speed mod of 95.9, or 96, to fire that weapon with any special we have at the speed cap. At 96, even a 7.5 speed T21 will fire Strafeshot2 at 1.1 seconds per shot. Take the speed mod to 97, and you can fire Strafeshot2 with any weapon with speed of 9.5 or less. At 98, you can fire a 14.3 speed weapon at the speed cap. How many useful rifles have you seen with a speed of 14?


So you can see, that while a personal speed mod of 100 will ensure that you can fire any special we have with any weapon at the speed cap, for all practical purposes, a speed mod of 96 will suffice for most weapons we use. At97, you will be able to fire almost any most any gun at the speed cap. At 98, you can even shoot at the speed cap withsome of those odd dropped weapons, with their enormous delays, even though most of them are not worth using.

correct.. rifle speed +98 shoots any special w/ any weapon on my server at the cap.
