It's a Master as the others have stated.
Part of this is because of the accuracy mods. Going up the "Sniping" tree adds lots of accuracy mods and you get some more at Master. But another key part is the Speed mods. You get a larget chunk of your speed mod at Master.
How does this let you hit more accurately? It doesn't, but it does let you fire more often. So a miss is less critical. At master you can fire at the speed cap with a T21. So you can fire 1sec. Without it lets say you fire every 5sec.
Now if you miss and fire every 5sec then you have a long delay where you can get pommeled. If you miss that second shot you've now gone 10 seconds without a hit.
At Master with the speed cap you can hit every second. So if you miss that first shot you have another comming up right behind it. If you miss that second shot also you have third right after that.
The speed dramatically effects your DPS since you are firing so much faster. It also effects your perception of how often you hit since a miss is less critical and you are constantly throwing shots at the target instead of firing, wait, wait, wait, wait, fire, etc. You have less time to think of the individual shots and see them more as a group then at lower speeds where you can see each individual shot and think upon it's effect.
Yep, gotta agree with you guys. Master is a big jump from non-Master.

I know. Just got back from being gone for 4 weeks so I haven't updated it yet. Guess I'll have to find another issue to campaign for/against.

For the Love of All that is Holy, PLEASE edit that "Time to Vote on Concealment Title" post so people stop voting on it. Apparently they haven't noticed it's quite over and done with...
