A speed slice will increase your weapon's speed up to 35% faster. A 35% speed slice would take an 8.0 speed T21 down to 5.9. Of course, both the type (damage or speed) and the size (the percentage amount) are random, so you could get a lower % or get a damage slice instead.
Powerups can increase your speed up to an additional 33%. A 33% speed powerup would take that 8.0 speed T21 to 6.0, or the sliced 5.9 speed T21 to 4.4. Bear in mind, though that Powerups increase your weapon decay rate, so using them means you will wear out your weapon quicker.
Note: If you are not speed capped, a damage slice or a speed slice of the same percentage change, will produce exactly the same change in averageDPS (damage per second) as the other. That is, a 30% damage slice increases the average damage by 30%, but is still firing at the same speed. Thus, the DPS goes up 30% because the average damage went up 30%. If you are not capped, a 30% speed slice increase the DPS by 30% by hitting for the current average damage 30% faster. So until you speed cap, both kinds of slices are equal. One allows you to hit harder per shot, the other allow you to hit faster. So it is really a matter of preference. However, once you speed cap, additional speed does not change the DPS, so at the cap, a damage slice is preferred.
You are obviously aware that there are clothing and armor attachments to increase rifle speed, and someone else mentioned Master Marksman. That will give you a +5 to rifle speed.
There are no crafted clothes with + to rifle speed, but there can be some item drops (other than clothing and armor attachments) with + to rifle speed. But these are rare.

on every rifle in the game, there's a little button (usually just above and in front of the trigger) that toggles the 'autofire' mode.
just activate that button, and rock'n'roll.
