Which is more useful if I am currently 3-1-2-4?

If you have tanks, get Countersniping 3 for the Flushing Shot 2. If not, Get Conceal 2 for the extra concealment bonus, so you are less likely to get aggroed by your target(s).

or go against savage quenkers and for the most part they'll stay ranged. I went Counter Sniping 3 before anything else, and it was pretty damn fast.

I would recommend countersniping 3 but either are good. once you have one AOE and the speed line and all of the accuracy line it really doesn't matter which of the two middle coloums you climb.
