To me it is like the scatter pistol and BH. Scatter is a pistol, but a pure pistoleer can't use it, only BH can.

Its better than having to keep looking at a t-21 again, or worse a laser rifle "advanced" 
Granted no one wants t-21 moved down a notch since existing players invested alot ot money in t-21's they should stay at the top, would just be nice to have a "new" rifle at the top too.
Sadly all the new rifles are low to medium level, which means no one will really use them once master. Proton rifle offered hope.
Personally I love the LD-1 and the explosive shell sniper rifle, just wish they were lvl 54 rifles.

think of it this way.
this is the test center
weapons are automatically given random damage
t-21's will still probably take 11 krayte tissues to make.
meaning explosive shell and other rifles might cost less krayt tissue
so in the long run, t-21's might be few and far between when it comes to being better.
