Do us Riflemen have a way to keep creatures from coming up close to us? Is there a way, in other words, to keep them away? I used Knee-Cap shot on gurks and they STILL come straight for me and get point blank.

You'll have to pick up some of another profession if you want a root attack, there isn't one in the rifleman trees

If you areonly rifle the only shot you have is kneecap shot. This shot will make the creature run close to the same speed as you so you can kite them. Once the creature is already biting you this tactic is worthless though.
If you find this to be a problem you will need to pick up specials from other professions to help you out, or group with people that have those specials. Stopping shot from pistol is a pretty cheap pickup and can be fired while prone and the improved version of this shot lasts a while too. Commando has weapons that knockdown instead of specials. Smuggler and CM have roots like pistol. Carbine and BH have knockdowns and carbine has a snare shot that you can apply while you are waiting for the kneecap timer to run out.
Lots of options out there, but if you picked up rifleman as a profession to go with crafting or non combat prof you may want to reconsider. Rifle draws a lot of attention due to the dmg we dish out and we have no specials to deal with creatures that come into melee range.

Well I'm MCM too so what specials can I use to root from a distance?

If you are a MCM you have paralyze, it will keep the target from moving but I think it breaks once you attack again. I'm not sure what the range for it is but I think it may be 35m, so you could shoot something once or twice, paralyze it and run away from it and start shooting again. You can also spend the time it is paralyzed healing yourself

from my respec experience:
CM: Paralyze stops someone from attacking for like 10 seconds (confirm this plz)
RM: KneeCap Shot slows an enemy down by a half for like 15 seconds (confirm)
RM: Cover-Conceal-Conceal-Snipershot should get you some decent damage before they charge
BH: Underhand shot is a pretty nice knockdown
CB: Carbineer's knockdowns are better than underhand shots, they come faster
PS: Pistoleer's stopping shot is just cruel: stops for 10+ seconds
SM: Smuggler's concussion shot (i believe) stops enemy from attacking or moving (goes with dmg)
RM: Startle shot prevents attacks for 5 seconds (Like concussion shot, goes away from damage)
CD: Commando's rocket launchers knock down their targets pretty nicely
