the dot damage is a percentage of the damaging hit, so yes, weapon matters.

There are mixed reviews on whether or not they still stack. Since the bleed nerf, the rule is supposed to be that each person attacking can only have one bleed per pool. Therefore, it should be that they do not stack. I have seen reports that they still do, but I have never tested it out.
Regarding damage, the way it used to work is that the attack would take the damage multiplier of the shot and you would ignore armor and resists. The inital shot would cause no damage, but would simply be recorded as the size of the bleed tick. Thereafter, every 20 seconds,a bleed the size of the initial damagewould tick off.
Since the bleed nerf, it works differently. Mindshot1 has a 1.5x damage modifier, and Mindshot2 has a 2.0x damage modifier. This has always been the case, but now, instead of causing no initial damage and instead of armor and resists being ignored, bleeds cause initial damage and armor and resists are taken into account. Thus, Mindshot1, having the same damage modifier as Headshot1, will do exactly the same amount of damage on the initial shot as does Headshot1. And since Headshot2 has a 2.5x damage modifier, Mindshot2's initial damage will fall somewhere inbetween the damage done by Headshot1 and Headshot2. Also, the initial damage is no longer recorded as the bleed tick, but, rather, the tick is some fraction of the intial damage. So bleeds now tick off somewherenear the 100 - 200 point range rather than the 1,000 - 1,500 point range common with the old system. Also, since armor and resists are taken into accout, you can no longer bleed target that are 100% resistant to your damage type. This did not used to be the case.
Therefore, if you are in a long fight, Mindshot2 is still useful. It is like firing off a slightly weaker version of Headshot2 that continues to do damage over time. Therefore, if the bleed runs its course, it will do more total damage than even a Headshot3. So if you kill the target in less than, say, a minute, the bleed will not have had a chance to pay off, but if the bleed goes long enough, it can. So they are not totally useless, just not as useful as they used to be. It used to be that, as a Rifleman/Swordsman, I could stack 4 mind bleeds and could easily average over 4000 in bleeds. I know I hit for more than 5600 in total bleeds on more than one occasion. But those days are long gone.

I've found that the bleed still works for some reason against 100% resistant mobs. I use the bleeds to pull something like a Spell Weaver from the pack, the initial damage will not register anything, but when the bleed ticks it will still do the 100 or so damage. I'm not sure if stacking bleeds still works though, but you can stack poisons. So if you have multiple weapons that each have a mind poison and you hit the mob with each weapon, the poisons will stack.
