Has there been any official discussion on whether or not the current rifle speed calculations will be altered in the CU? Will our cap change? Will we be able to cap?, etc.

There have been discussions but everything is currently under an NDA. Also remember that any info we have now is just preliminary for the Alpha testing and could change at any point.
I've let my feeling known about this type of info on many posts in the past and I haven't changed my mind in that regard.
