I've seen many people get these confused or not properly understand them. Base DPS on a weapon never changes, no matter who has the weapon. 300 base DPS on a rifle held by a MasterRifleman has 300 base DPS when held by a Novice Artisan. The modified DPS is what changes based on a character's skills, mods, certs, etc.
When discussing DPS on a weapon, everyone always wants to post the modified DPS, probably just because it's a higher number. This can be misleading because the rest of us don't know that player's skills, mods, certs, etc., so we don't know exactly how good that weapon is, relatively speaking. It might be 550 modified DPS in one person's hands, but 500 in mine and 600 in yours. In order for everyone to get an accurate idea of how good the weapon is, people need to learn to start posting the base DPS.
Now shut up and color!

That's true. When asking for stats, many want to know the quality of the weapon, and only the weapon. When everyone has different templates, you can't effectively use modified DPS to find which weapon is "better".
Found it quite hard to find what makes a good rifle now. 300 Base DPS?

Yeah, I think 300 base DPS is pretty good. My best rifle post-CU is now an advanced laser rifle with 325 base DPS. I think that's pretty good or maybe great, but not stellar. It'll all start sorting itself out in the coming weeks. Eventually everyone will know that "350 base DPS" is what to strive for. Or 375. Or 400.Or whatever the value may be.
