Well unless the messed up the wording maybe it should read:

"The T-21 also cut through the LIGHT armor plating used on many combat vehicles...."

Which to me would be AP1 since its "light".

But anyway they already said it would be AP3 so no point in this....

No, the said the armor plating on light combat vehicles. Thus differentiating between, say, a Snowspeeder and an AT-AT. It's not strong enough to cut through the really thick stuff, like you might find on the hull of a ship. But if it's strong enough to punch through the armor on lighter combat vehicles, it ought to melt right on through plasteel armor.
