and, it depends on what special you want to hit the cap with.
Strafe2 (advanced strafe, if you wish) has been reported to be 3.5x time mod-- i wasn't aware that that was incorrect.
if it's right, you need +97 speed with a 7.6 speed rifle. 7.6 x .03 x 3.5 = .798 sec (rounds to 1)
at +96 speed, you're at 7.6 x .04 x 3.5 = 1.064 secs (which would be good enough for me)
And just in case you didnt know, Master Marksman gives you a +5 to rifle speed, so it doubles your fire rate from 90. Of course, you have to ask yourself "Is Master Marksman worth the rifle speed?". But you also get aiming and defense from the right-hand tree in Marksman. But if you don't want pistol and/carbines, then just say "No!" to Marksman.
As Master Rifleman without Master Marksman - I don't miss having it a bit.

I currently use a T21 with a speed of 7.6.
For a 7.6 weapon, a Master Rifleman can fireStrafeshot2 (3.5x delay) at 2.7 seconds. To fire that special at the cap with that weapon, you would need to get your speed to 97 (96 would fire it at 1.1). So you would need +7 in speed tapes. At 97, you could fire any weapon of 9.5 or faster at the speed cap with Strafeshot2. At 98, any weapon with a speeed of 14.3 or faster would fire Strafeshot2 at the speed cap. At 99, any weapon with a speed of 28.6 or less would do it.
While they may be out there, all the rifles I have seen that are over 9.5 speed are loot items with poor stats, so I do not see much sense in trying to get more than 97 in speed. Anything over that would just be wasting SEAs.
