I am using a web based template builder (Builder) which reads information from .TRE files. This builder now list buff/debuff effect whit duration and which mod they do.
If you look at "Disarming shot" it says that the mod is "Delay_attack(0)", the mod for startle shot is "private_posture_override(1)".Buyt do not list any delay attack mod.Either it is:
1)Builder is not pulling all stats
2)Private_posture_override(1)also means that you get delay effect (coded into this mod)
3) Startle shot should not give any delay effect and it is a bug. The description of starle shotdoes not list it as having a delay effect.
4) Startle shot was not meant to have a delay effect but since posture up / no posture change effect is not very useful devs decided to give us delay effect instead.
I really hope it is not a bug.

the delay is on the second level of the skill and I can confirm it is not a bug. The bug is that it can be chained.....
