You might also want to turn on combat spam to see how much of your damage is being absorbed by the armour. I think the damage drop due to better armour caused by the armoursmiths getting used to and/or acquiring the right resources for the new armour system.

What's your template? What was your target's template? Can you identify his gear readily? Also, if he had an Adv.Laser Rifle equipped, there's a very real chance he wasn't even a Rifleman.
Realize that Master Bounty Hunters can come up with very high defense templates. Then they also have the Duelist Stances for alot more added defenses. If your accuracy isn't up to snuff to their possibly high defenses, don't expect to do much.
Example: MBH / M.Rifleman / Carbineer 0440 yielded me +225 Ranged Defense. Add in Duelist Stances, which any MBH worth a grain of salt will do (usually via Macro), Recon Armor, PSGs, defense foods, etc...and your damage output against them may drop.
There are ways to counter this.
First answer is having alot of accuracy. If you're a Doctor / Rifleman, or a non-pure combat template, don't expect to hurt them alot. But this might involve template changing, so it shouldn't be the first road you should take against high defense opposition.
Second, recognize very quickly the equipment of your opponent. Is your opponent equipped with Recon Armor like Scout Trooper or Ubese? Then they have high Energy resists, even moreso if they have PSGs. Use the proper weapon / damage type against their armor. Kinetic weapons will yield you better results against Recon Armor and PSGs, for example. Recognize their weapons equipped along with their strengths, but the problem is weapon switching.
Third, stims, foods, drinks, Doctor Buffs. The food Crispic comes readily to mind with its +40 Ranged Accuracy. This is a considerable boost.
Fourth, PUPs. I believe there are accuracy PUPs, but you may have to dig around. Damage & SAC PUPs by far make up the bulk of the Ranged Weapon PUP market.
EDIT TO ADD: Okay, I was browsing around in-game, and there definitely are Accuracy PUPs: Tactical Scopes!
A very quick browse yielded me a pretty good one: 382 uses, +36 Accuracy, +3.37% Speed. A fair tradeoff which may give you that last edge you need to overcome high defenses.
Further browsing yielded another Tactical Scope with: 218 uses, +70! Accuracy, +15.92% Speed. Great accuracy boost, but speed penalty is the same as alot of the Damage PUPs out there (High Power Barrels).
I'll have to try these out...

don't use accuracy pups, if you want more damage, the increase a damage pup can give you is far superior, however i generally use a SAC pup for consistancys sake. If you need more accuarcy, take duet pyro, and use advanced aim for a combined effect of +450 accuracy, this is enough to max your damage against all but the most defensive jedi defender, and tk templates. Also as was mentioned a good Tusken rifle (or better yet an LD-1) is worth having incase you encounter lopsided armor.
