It's actually a bit higher than that. As there are accuracy specials within specials. Rifles have up to +15, Carbine +25, and Pistol +50. Those numbers may be off a little as it was determined by testing.
You can also increase accuracy thru using /Aim or by going prone (+30)or kneeling (+15). Or by the weapons accuracy mod. So you can get it to +300 in some cases.
