I found this on the bazaar... its not powered up or anything

There are T21s with higher damage, but with a SAC that low, especially for a Rifle, is outstanding. The SAC is better than the Proton Carbine and E11 Mark II Carbines (mostly).

I'd place a waypoint for that Weaponsmith if I were you.

And snag that rifle too, if you can.
