For jedi hunting (and all PvP) your looking for the best average damage (min+max)/2
I think jedi armor is equal for both kinetic and energy so the only difernce would be shield gens, but since shield gens wear down pretty quick and jedi fights last a long time I stick with the higher damage energy weapon.
For PvE your looking for best max damage.
I believe the T21 and ALR can be crafted in very similar stats with a max damage of 1184. To this this most weaponsmiths (12pt) are going to need around 150 damage krayt tissue. The ALR I believe only takes 4 tissues while the T21 takes 6. Personally I like the firing of the ALR better.
So, I suggest tracking down and purchasing some uber krayt tissue or get out and loot some yourself. Then find a trustworthy weaponsmith to craft one up for you. I would keep the SAC cost at 100 or lower and max out the damage. Your speed might be a bit slow but a good speed pup will fix that.
Note on pups. The damage mod pup is based on the min damage....so a rifle with high min damage will get a much better impact from a pup than one with low min damage. I use +32.66% damage mod pups that I make myself. On my ALR this puts me over 1,300 on max damage. I like big numbers too!
Just remember with big numbers comes more "hate" from the thing your fighting...which means you generally take the damage and focus of the attack. For this reason I keep speed pups around that I can switch too mid fight if needed.....speed pups actually will boost your MDPS but only if you can keep up with your SAC cost. A good SAC cost pup is a possible approach also.....like for my Nullifier you can't hardly fire it at 119 without a SAC pup on it.
With the next patch they are fixing elemental damage (or so the patch notes say) and it will be interesting then to see how the Jawa stacks up. I have a base 1000 damage Jawa with another 144 pts of elemental damage....which could combine for some nice overall damage and usefullness particularly in PvP.
