Rifles should more Armor Piercing than they already do. This change would be in balance if the speed cap was changed to 3.0. It would also give more variety in choices other than T21 and Jawa Ion Rifle.

Idea 2 = changing placement of certifications in Marksman:
Why is the E11 Rifle in Rifle Skill 4? Why is the Laser Rifle in Rifle Skill 2? The faster Rifles should be in lower skill boxes to help ease the long delay on rifle shots. Why put a medium AP rifle in Rifle Skill 2? After you get that box, no need to get any other rifle until Novice Rifleman. It almost makes the other rifles obsolete (except Jawa Ion Rifle for PvP). Also, in conjunction with the increase in AP for the SG82 Rifle, i moved it to Rifle Skill 4. So, you can choose which damage to pick from without sacrificing AP.

How about moving the T-21 to Master Rifleman? (How often do you see Riflemen using anything 'besides' that? (Jawa Ion in PvP is the only oddball here)
That at least tends to make sense given the power behind the gun, only a master rifleman ought ot be able to use it properly.

This came from the Devs long ago. Back when they first talked about doing a combat revamp they mentioned changing weapon speeds to 1.0 for pistols, 2.0 for carbines, and 3.0 for rifles. It was used as an example and was just a suggestion.
But since then people have taken it as fact. As far as I know the Devs haven't said this would be so. They just made a suggestion and gave a possible example and people ran with it.

No. You want to leave something in the Novice box. It give the new Rifleman something to look forward to using. Plus all the combat professions have a weapon in the Novice box.
They are adding new weapons all the time. They probably will eventually add a Master level weapon. The Pistoleers are getting one when the Deathwatch Bunker comes out. The DE10 is a Master level pistol. Energy, AP1. It looks rather good too. Looks like a high tech long barreled revolover. Perfect for the gunslinger image.
We've already had two weapons added. Some professions haven't had any yet. They are releasing a couple each publish so it will cycle back to us eventually and you can pretty much guarantee that there will be a Master level rifle.
