That T21 looks speed sliced, you need to get a damage sliced one, usually range in max damage from 425 to 480.

Also look to find about +7 in rifle speed tapes, you need 97 rifle speed to hit speed cap. At 90, which is what you get with master rifle (95 with master marksman added), with a 7.5 speed T21 you will only fire Strafe 2 around once every 2.3 seconds. So with +7 rifle speed that will double your DPS. Before you get these speed tapes, try just using Flushing 2, it will usually fire at the speed cap and do just a little bit less damage than Strafe 2, but since you are firing at speed cap your overall DPS is better.
