Surprise shot is only no aggro (excluding any mobs that may assist the mob you are shooting of course) if you are undercover, and only does slightly more damage than conceal shot.. if you use surprise shot on a mob while not under cover it will aggro you unlike conceal shot. This makes it rather tedious to use since you must get under cover for it to be effective and the damage increase is barely noticeable.. conceal shot is the better shot and costs alot less exp to get. However you may still want to get that box for the accuracy.. the accuracy is something that will use on every shot while conceal shot is only useful in specific situations.

Does anyone know the difference between these two Rifleman special moves? My next step is either Suprise Shot or Concealed Shot... which should I get and which is better?

Suprise shot is broke or the worst special ever...

Conceal shot is good for soloing as long as the mob you attack doesnt have friends....
