Apologies for the subject, and if it's been asked before, but I don't want an attention grabbing title.
Recently, I found a doc who finally landed good secondary buffs on me, pushing them both over 1600. I recall seeing that 15xx (I think 1528) was the cutoff, where any secondary over would mean that specials utlizing that secondary would cost 0 primary HAM. There, of course, was also the patch note from a month or two back that stated they "fixed a problem where players would gain HAM from using specials," also leading me to believe that it was a function that had to have a zero.
If this is the case... 10 minutes of infinite strafe...? Or, at the very least, Flushing2 (Since, not being a MRM, I'm not sure if Strafe2 uses anything other than mind, although even if it did, those are stim-healable, or doc-buffable...
well - doctors can only buff health/action stats - not Mind. So in order to spam Rifle specials indefinitely you will need either a Master Dancer, or Master Musician.
anything over 900 on your health/action stats will be enough to spam rifle shots all day (as long as your mind holds).
I prefer Master Musician buffs , as they are +1100 to focus, and +850 to willpower. if you watch for ten minutes, these will last up to 2.5/3 hours. (they must use /setperform on you).
i have met a few of both dancer/musician that i see on a daily basis before i go pvp'ing.
since i'm a humandoctor, i have 1050, 1100, 850 (mind/focus/will) and only 400 health/action which i buff on my own. with a musician buff, i'm 1050, 2200, 1700 and can spam hs3 with a 98-mind cost T21 (advanced stock T21) WHILE wearing a full suit of 60% resist composite (badly sliced) and my mind bar will not budge even the slightest bit. and i'm good for at least 2.5 hours on all stats.
Entertainers are our friends. 
(they seem to charge 1000-2500 per buff, i just tip 3000 so they don't mind when i request one every single day. hehe)
Actually it's double your base focus and willpower. So if you have 1100 then the buff will be 1100.
