Unless they changed something, everyone can use C12s.
But I would advise you to give up on the idea of grinding out Special Abilities first. It may seem logical, but you get 10% of your rifle kills as combat XP anyway. Just grind out Concealment, and you will get most of the way through Special Abilities without even thinking about it. You can always toss a few grenades to boost the percentage of Combat XP you get, but even when bleeds + grenades meant that you could get 100% combat XP for a kill, it was usually more trouble than it was worth. You will get done faster if you grind out Concealment, picking up Combat XP as you go, and then finishing of whatever you have left of the Special Abilities branch.
I don't know, allI know is after getting the third box in counter-sniping I got combat xp so fast that I finished the combat xp tree before the rest of the rifle xp trees.
Even now I am master rifleman and I get more combat xp then I think ill ever need.
I use the tactic that has been covered before I believe , I send my pet to attack a lair while I stand back and wait for all targets to lock on to my pet and then let go with flushing 2 on the lair which takes all of the mobs at the same time .(i believe that is the area from counter snipe right?).
Usually roughly five to seven quenkers early on for 2500 rifle xp each and 250 combat xp, and then later savage quenkers for over 3k rifle xp each and over 300 combat xp to piket plains walkers for over 4000 rxp and over 400 cxp.
And that isnt including xp from the lair itself.
The whole lair plus mobs takes a minute or less and unless your pet dies you will not take a scratch.
(Let me add that my pet only has 4500 HAM and 20 kinetic resist no armor..just keep stims on hand)
