Whats the better weapon for taking out an unarmored Jedi?
Laser Rifle - Med AP - 725 Max Damage
T21 Rifle - Heavy AP - 675 Max Damage
I have been using my laser for the higher Max damage, but it seems when I hit, that I am not doing much...usually between 0 and 100. Is there that much damage between the med ap and the heavy ap when it comes to modification to damage?

ap does not come into effect vs vulnerable targets (aka jedi)
but ranged mitigation does what are the min values on your laser and your t-21

I would still stick with the T-21, sure you might get a higher critical hit, but your lows are gonna be really low.
DPS wise, the T-21 is better. I usually only use my high damage laser rifle (705 I think it is) to apply/stack bleeds.

Laser = 59 - 725 (pup'ed)
T21 = 187 - 675 (pup'ed)
I have not found any really nice T21's or Laser Rifles yet.

Im partial to my t21 with all my ca's & aa's I can put a bull rancor down with a few mind shots.

For killing Jediwith crafted weapons (in pub14),you want a high accuracy weapon with a good min damage, and someone to keep that Jedi busy while you try to beat his saber block. Damage type is moot against unarmored targets, as is AP.
The Berzerker Rifle has a great min damage, good max damage, and reasonable accuracy at mid/short ranges, but will cost you a fortune if you don't supply the stabilization component. That cost will likely keep you from making several of them to offer to the Great God of Slicing. If you want additional enhancements for it, Gorax will offer both a speed and max damage improvement, as will Spider Fangs to a lesser degree. Highly recomened is the High Caliber Projectile Rifle Barrel (Reb Theame Park).
The Tusken Rifle also has a great min damage, moderate max damage, good long range accuracy, and can be had at a very reasonable price. A fist full of base Gorax, a few of those same HC Proj Barrels,a little luck with your slicer, and a Min damage power-up will give you a weapon to be proud of for relatively low cost.
With a min damage pu and a 30% slice, mine is 280-320. SS2 deals 525-600after thePvP mod. Mitigate that...
I don't hunt Jedi, but I do fight against them in defence of bases. My tactics my not be the most refined out there, but they work for me.
I found early on, that using a blaster type weapon against a Jedi was just an invitiation to die. They don't like knowing that a Rifleman is out there waiting for that Golden BB to find it's mark, and would breakaway from a fight to take me out. The Tusken has almost no signature to reveal you to the Jedi if he's pre-occupied, andthe Berzerker has a colorless wave patern that may go un-noticed. With no terrain line of site restrictions in pub14, try to take a position with a hill between you and your target, and he may not realize what your doing or where you are until it's too late.
Try to get a stun state set to reduce his defences, and then go for the damage. If you think his template has high healing skills, use Advanced Strafe to hammerrandom hambars, costing him more force to HealAll. If not, then support your tanks best damage attack. TKs & Swords will join you for a mind kill. Stick with SS2 to support Fencers, Pikemen or other ranged profs.
You might also try to keep a dizzy state set if your supporting a non-TK brawler (TK can do it for themself),inviting that brawler to try for a KD or PosDn attack.

So then, from what I am understanding here, the MIN damage is more important? More MIN damage, then the higher overall damage done to the target correct?

yes the T-21 would be the better
and yes the higher the min damage vs a person with ranged mitigation the better

Coolies. I have run into more than once situation where every shot was either blocked, or hit for 0 damage, and for the life of me I could not figure it out.

Saber block, we can do nothing about. You just have to keep shooting an wait dfor the dice to land in your favor. Against a Master of Sabers, you have a 15% chance to score a hit AFTER all other factors say you would have scored. That's about 1 in 7. Keep at it, and you should land a real hit.
Sometime the dice don't play fair. After several fights against Naritus.Sila, I have 58 shots fired. Allmisses or were blocked. I hate him...
If you are having shots land for zero damage in PvP, something is wrong. Mitigation will drive your damage down toward your min damage, but you should never have a PvP hitwith combat spamless than25% of your weapons rated min damage. AP & Armor Resistancemay drive the applied damage even lower, but never to zero.
If this was PvE, check the resistance of your target. There are Night Sisters that we can't ever hurt with base rifles. Spellweavers, Stalkers & Protectors are not to be pissed off unless you have some evil dots or can fall back to a melee skill.

In one fight against a Jedi, I attacked him in a starport, and led him outside where I took a nice long run. He is not Master Sabers, his payout was like 138k, so 138 skill points invested in jedi skills. Should have been an easy kill. Was using the Laser Rifle. I am not sure how many shots were actually fired, but out of 50 shots, 25 - 30 of them landed. Out of the 30 that landed, 3 did damage, the rest did 0 points of damage. And this has happened on more than one occasion.

Yeah tell me about it.. i use a DXR with crazy +125 accuracy, if i remeber right.. so i hit most of the time... only to have that msg that it's been blocked... bah...
