I hope it gets scrapped too.

Under the current system you'll need an extra +7 in rifle speed attachments to guarantee a cap on your speed using any rifle under 9.0 speed.
You can't add more than 25 to any skill through attachments, so won't need more than an extra +25 in rifle accuracy attachments to cap yourself there.

now, it is my understanding that CA/AA do not stack on the same item, but do multiple items with skill mods stack with each other? ie a shirt with +12 Rifle Accuracy, and a chestplate with +10 Rifle Accuracy, and a pair of boots with +3 Rifle Accuracy for a total of +25?

Yes that would work fine.
There's only a problem with attachments if you try to add them to the same piece of clothing/armor.
Unless you're using an anti-decay kit however, I'd get a pre-nerf Ubese shirt, a Mabari Armor belt and a Ubese Bandoleer since they never decay.

Still hoping the CU gets scrapped
that said, under the current system, what sort of CA/AAs would be needed to Max the skills of a Rifleman, WITHOUT getting Master Marksman (basically, pure Rifle branch, pure Ranged Support branch, and Rifleman), and is this possible?
