what speed does a RM cap out at?

100on absolute everything.

97 with 99.9999999999% of all guns available to us.

95 (MMarksman+MRifleman) works on most specials.

If you have +97 Rifle speed then you will hit at 1 sec whilst using Strafeshot 2 with a rifle under 10.0 spd.
