The short answer is: Yes

The long answer is that they will be better then other weapons but not exponentially better just a percentage better

I am one of the lucky ones to have looted an exception weapon, in my case it was a T-21. My question is

are these going to be as good after the upgrade.

where are you getting your information from? i've not seen this anywhere, i'm not saying it's not true, just that i'd be interested in reading the post it's in. =)
