Rifleman Archive

I was taking a look at the Rifleman skill tree and I noticed that at no point can anyone get +100 to Cover. It adds up to +80. I checked the marksman rifle branch and didn't see any plusses there either. I'm wondering if this is purposely done or is it a bug?

Look in the scout and ranger ladders.
