where in bestine can I find this fellow who asks you to get a tusken executioner head?

The hard is not find victor, the hard is to complite the mission. U must go to Tusken strong hold and kill .... untill now i cant understend what must i kill so if eny complite this quest pls inform us

Ok when I talk to victor he says he is to busy worried about the exlection and to talk to the citizens of Bestine that they know about it. he give me no missions. Anyone know whats going on here?
