for most rifles all you need is an extra +7 speed on top of the +90 from master rifle, this will get almost every rifle to speed cap
so to get an extra +7 you need money, try to find clothing and armour attachments that add rifle speed
I'm also wondering what kind of helmet each of was wearing. If you weren't wearing a helmet at allthen such an outcome was 100% guaranteed (T21 with unarmored head and the target is dead, period). If you were wearing a non-stun composite helmet then you are still in the same boat (Jawa will rip you apart unless your helmet has at LEAST 30% protection on stun). If your opponent, being a well prepared rifleman, was wearing a 40% stun helmet (composite) then you were pretty much screwed going into the fight as nothing you could do would take out his mind faster than yours (dizzy and suppresion might save your butt though).
Personally, when I am trully in PvP mode I get my mind stats so high that it's almost rediculous. Musician, Dancer, Canape x3, Brandy x2, Muon, and maxium migrated human mind stats leaves me at around 3300/5000+(!!!)/4100 on my mind stats. Those numbers are still allWAY above 3k even in my full, 40% stun, triple-layered, advanced composite. Thus, even in full armor, I am regening mind like crazy. (downers don't even pose that much of a problem if your canape is long lasting)
Set your magic markers at 1400. If you have both 1400 focus/willpower you will NOT use any ham when performing specials.

Long as you get above 1400 of each. Play with your stat migration in order to make sure you get to 1400 with the amount of food that you want to eat. Also, you can eat 3 canapes of you have good, low-filling food from a chef. Trick is to eat 2 and use different food such as KD, Dizzy, or Damage reduction food instead of eating the 3rd unless you know you're only going against other riflemen.

It's unfortunately less tactics than preparation, but it's the system. DOT weapons really help in the long-term. If there are multiple opponents in range, I will start out using flurry2 with a mind poison dot tusken that I picked up in order to stick the stun and the poison on all at once. As soon asthey'restuck, I pick the opponent with the strongest offense to go for first. Hit them with a mind bleed and then go with HS3's. They will have a poison and a bleed ticking as well as a krayt jawa hitting 450dps. If I start to go down I'll back off and try to pull them towards me, buying time to heal my mind with any food that I have not yet eaten. I will eat 1 canape and 1 brandy before a battle and will hotkey more for mid-battle - the regen in the middle of thet battle can save you because opponents will misjudge how far they've gotten you down and will waste their own mind on specials.
I still die quite a bit in pvp battle to better riflemen than I, but those are the tricks I use to get a lot of newer folks (like yourself, sorry). Good luck though, it's moderately fun to try. There are better 1st person shooters out there, but this gamehas a lot going still.
