But from what I hear, people use the Spraystick starting out because of its lower HAM and fsater firing rate. I've never really used one, laser rifles and DXR's aren't to bad i you pop a brandy or two.
Why would you hutn meat from lairs of low-end mobs? Why not go blast the bejeesus out of the big boys. Much more entertaining...

But why do this at all? If you're a master just go apesh!t with a T21 and strafe2. Get entertainer buffs and maybe some brandy.
Unless, that is, you're intending to go camp outside of a newbie city and blast all the durnis with an AFK macro.
They can get pretty pricey, but they're fast and generally have under 70 mind cost.
As an alternative, try a Krayt E11 rifle, they only require 1 tissue, they're fast and generally have pretty low HAM (unless you add a crafted advanced stock)

I used the spraystick for close-range work, until I got my accuracy high enough to hit with my 'standard' weapon - I don't think it's really very useful at Master.
As for hunting low-end mobs, if the in-demand meat is somewhere like Talus or Rori, there simply aren't any high-end mobs. You just have to kill lots and lots of little 'uns. It's also a pain to have to travel back to the more populated planets to get buffs, if the only reason you're getting buffed is so that your specials don't kill you.
I'd go for a Laser Rifle myself, you can get these with pretty low HAM costs.
Another tip when you're hunting low-end mobs is to use a Jawa Rifle with area attacks like Strafe Shot 2. Using any other gun with your AoE attacks tends to kill the lair before you've milked the spawns. Lairs are immune to stun damage, so with your Jawa rifleyou can target the lair and spam your AoE attacks to kill each wave, then switch to another gun to damage the lair sufficiently to get the next wave

Sounds like you were had. 
A T21 with stats that low is either a looted item or is suffering some serious decay.
Go to a reputable Weapon Smith and check their vendor for a T21. Then get it sliced. You should be happy with that since you're a Master. An E11 is another good alternative.
For a someone working up Marksman rifles I would recommend a DLT20a. Pretty good fire rate and low HAM costs. Kind of sounds funny saying it, but when I was working towards Novice Rifleman I used a DLT20a and a Spraystick all the way to Novice Rifleman. Then I picked up a Laser Rifle (no T21's at the time).
