Is it intended to only work on flat surface, or are the devs going to fix it?
(Quite honestly I likedhow snipershot works now in a large pvp battle yesterday whereme and the other snipers had to pick their locations quite strategically 
)

I'm sure you should be able to sit on a grassy knoll and sniper somebody without it being completely flat. I'm sure I have read somewhere that the devs say this is bugged and it is going to be fixed.
Ackehece, can you confirm whether or not this is working as intended?

I've been rifleman for 2 weeks in the CU, I stopped using cover, snipershot and conceal all together, None of them work right. Only time it works is if you are laying down in the street in a city. Outside of town, cover doesn't work for crap, you have to be on level surface to use cover (cause why would a rifleman hide behind a hill or cliff?) then if you do manage to get into a covered state, you are laying on the ground and can't see anything so you get the Can't see target. And if you can get past the can't see target, you will hit sniper shot and it just clicks with a red box around the command with no explanation of why it failed, (which is about the most annoying thing in this CU. It affects most professions, failed commands with no reason of why they faild except for an annoying click sound all the time)

This is correct. Hopefully since it is a priority we will see something about it soon.

works fine for me. i find u have to press cover a couple of times for it to work though. but once under cover, do conceal shot followed by sniper shot. sniper shot always works 1st time when under cover. these 2 shots normally reduce my targets health by half (lvl 71-75 mob). Then I root them and hit with critical shot etc. takes target down quick.

I think the reason sniper shot fails is due to the same reason cover fails
once you get cover to work snipershot should as well because the situation that was affecting cover has been cleared so it cleared for snipershot as well.
