Hi all,was wondering what does a Rifle Accuracy AA/CA do? Will it improve my accuracy regardless of posture/movement or do I have to use the aim function for it to work? Thanks in advance.

It increases your chance to hit regardless of posture when static.

It increases your accuracy mod. It does not require you to be static however.

There is a seperate modifier for your accuracy while moving: "Rifle accuracy while moving"
I don't think more skilled riflemen should be moving all too much inPvE though...

No. There is general rifle accuracy which covers both moving and standing still. However if you are moving you get the movement penalty. The accuracy while moving lowers this penalty, but it does not replace the general accuracy mod. If that was the case the moving Rifleman would never hit anything since they relie on their movement accuracy ( +10? ) instead of also including their general accuracy ( +160? )which is much higher.
