I dont know if this is the right forum to ask but please answer
the question is, how much i can increase my rifle speed with attachments?i heard it was +10 at most but i am not sure...can it be +25?

You can get +25 bonus from attachments, but any speed above 100 is unnecessary, so as a master rifleman (without master marksman) you'll hit the cap with a +10 attachment.
