Take the average damage over time to get your answer
((29+132)/2)/1.5 = 53.6
((38+175)/2)/2.2 = 48,4
I'd say the first one is better.
Damage. You need to take into account your unarmed speedskill for this determination. This effectively lowers the speed that your weapon attacks at, but from other boards it seems to be said that the maximum effective speed that a weapon can be lowered to is 1s. So if you have 2.2s knucklers that are 30-130 and 1.8s knucklers that are 30-130, depending on your unarmed speed skill, they both could effectively be lowered to 1s, and put out the same dps.

No. don't do that yet. Wait till you get Power IV at least.
Additionally however once you hit power IV ideally you shouldn't use them anyway unless you have to.
I always use a vibro knuckler, it's just better. I do have macros that take it off before I do a state changing special (knockdown, stun, blind, etc.) though so, that might make the difference. If I have to be the one to take the shots I either fight buffed or I fight with armor and use few damage specials and just use the auto-attack and the specials that result in me taking less overall damage. If I don't have to take the shots (I have pets or I'm in a group that has pets) I fight without armor and just watch my HAM and use abilities accordingly.
To answer your question about switching, yes. Once you have the speed, you should definitely switch do a slower, harder-hitting knuckler because the extra speed won't help you. All of mine are either 2.2 or 2.5 and they all seem to hit once per second regardless of what attack I do. I think you need Power IV to have enough speed to do this.

That doesn't mean you get rid of your VK's though, you just won't be using them all the time.
For sure get power IV first, but dont give up on the VK. To do some awesome dmg get some dmg VK's, get a set of buffs, then invest in some focus increasing food. Ryshcate works good for me. Eat the food to get your focus above or very close to 1500. Now specials dont cost you anything.
You dont need armor if you kill your target before it does any good dmg to you. ![]()
